It's almost unrealizable to determine specifically the best time to buy a ticket -- airline fares change several hundred thousand times a day! But habitually speaking, fares to Italy and the rest of Europe are least expensive during the "off" season -- fall and winter. But you shouldn't be put on ice until you leave to buy the ticket. Less expensive fares usually begin in September, and should be posted on Web sites by now.
While trying to buy the least up-market ticket is a roll of the dice, airline sites and Internet travel sites are the best places for you to start searching on your own. But a voyage agent with broader electronic search weapons is what I would recommend -- usually all of these ticket purchases satisfactorily with fees.
