How does the Hughesnet satellite internet “Fair Access Policy” work? Is it really fair?

I’ve heard 2 stories when it comes to the “FAP” that Hughesnet uses and the first is that if you go over a definite amount then it will lower your speeds for 8 hours. On the other hand I’ve heard that the company will lower your speeds for a full 24 hours if you go over your bandwidth limit. Which of these is truly?
I about the Hughesnet Fair Access Policy is a buch of crap. What happens is if you download more then your limit then they cut your download speeds back to that of dial up for a full 24 hours. Your FAP limit is dependent on your air force plan. Currently the cheapest plan has a 200 mb download limit, there is no upload limit. To put it in angle, one episode of the Nightly News with Brian Williams is about 115 mb. The average song is about 1 mb per min.
When you increase your foresee, of course pay more, then you get a higher limit. The next two plans have limits of 375 and 425 mb. The increased plans do up with with higher speeds as well, but each increase is 10 more dollars a month.
When you go over the limit they cut your download speeds only to dial up like speeds for a FULL 24 hours. That means if you do it on Tues evensong, its slow the rest the night all Wed morning, afternoon and until Wed night! I don't know what their version of dial up is, but when I went over my limit they cut me back to 13 kps!!!!! They do have 56 kps modems people! I expect this is ridiculous, but the only service offered in my area for high speed. They do let you download as much as you want from 3am to 6am. This is for computers that are set to automatically update during this moment. So for all those teenagers that are up way late, they can do there big downloads during those times.
