NO, this is also the channel purpose for a router. A home router has network address translation on by default (nat) which acts like a operator for your computers. It gives you a private soldier IP address, kind of like a telephone number, that other computers don't know how to reach (telephone - big-time operator you with me?).
This private telephone number can only be "called" by your router and in order for your computer to talk to other computers and routers on the internet, it has to ask for this above (solicitated traffic).
So, if you type "answers.yahoo.com", you computer asks your router to connect to your ISP's discipline name server. which is basically a phone book for computers. and look up the ip address record for answers.yahoo.com (209.73.187.220). Then you computer must ask to rivet to that ip address before your router will let them talk.
