Are you signed in to the place? If you haven't used it before, you have to register first. If you have used it, you have to sign in before you see the click to pay box.
I just tried it, since I pay mine that way every month. Once I was signed in, there's a row of boxes toward the top. The first says "watch my account" and the second says "make a payment". Then they each have dropdown boxes for what you yearning to do.
I don't see any box that says "click to pay" although I think there used to be one.
Additional info: If you're paying from your bank account, Citicard doesn't onset a fee.
